 I caught this at 10:37 Top Bolt, they seem similar to Lightning Dust. if it is, does this mean she's Sky Stinger's sibling? (according to Vapor Trail)

It's possible. It does look a lot like her.

According to the wiki, her name is Thunder Dust (voted on by Reddit years ago), so it wouldn't be out of the realm of possibility that she grew up and changed her name from Thunder to Lightning.
