How Do You Create a Blog?

I've been trying to find where to create a blog at, but I can't find it. I was hoping that someone could help me out.   Thank you.

Yo usee the community tab at the top of the webpage? Scroll over to it and you'll see a "Blogs" option. There should be a "Manage blogs" option up on the top right corner of the screen. Click it and on the next page, you should see "Create blog." Click that, and there you go.
