I don't know but maybe the OP's statement has to due to the fact that Fluttershy's and Derpy's characterization are similar. Fluttershy's timid, and sweet personality may seen her as less of a adventurous flyer then other Pegasi. Derpy on the other hand, may resonate from the fact that she's silly and bubbly and again don't need to use her wings precisely all the time.

 

Physically there is no difference, but it may seem like their potential wing power may hamper on the fact based on their own personalities.
