Well it depends on if I am judging "this characterization was really good" or "This characterization was incredibly entertaining" which aren't always the same. Anyway

 

Twilight Sparkle
 

Best: Lesson Zero in terms of entertainment value, can't decide on which episode gives her the characterization I consider most good off the top of my head though.

Worst: Twilight Time for her focus episodes, though there's other episodes where she's worse in because she's ether basically pointless or a sort of boring mentorish figure.

 

 

Applejack
 

Best: Applebuck Season, though honestly I think AJ is at her best in episodes that aren't specifically focus episodes, she has great interplay with everyone so she can stay strong as a supporting character better than most.

 

Worst: Somepony to Watch Over Me, that was just a mess.

 

Rarity

Best: Suited for Success, Sisterhooves Social, Rarity Takes Manehattan. Take your freaking pick, there's a reason she's Best Pony.

 

Worst: Simple Ways, though it's still a really funny episode.

 

Pinkie Pie

 

Best: Pinkie Pride and Party of One

 

Worst: Feeling Pinkie Keen or Baby Cakes And of course any episode where's flanderized.

 

 

Rainbow Dash

 

Best: Wonderbolt's Academy, made me like her a lot again after she kinda fell out of my favor in S2, well Sleepless did that this one cemented it. Also any episode she interacts a lot with Scootaloo

Worst: Mare-Do-Well, May the Best Pet Win, Rainbow Falls. I Don't know what it is but Dash tends to get pretty weak episodes to me.

 

Fluttershy

 

Best: Hurricane Fluttershy, full stop, no doubts.

Worst: Bats! not cause that's a bad episode but cause I feel it embodies my issue with Fluttershy basically being thrown from gimmick to gimmick because of her limited archetype.

 

 

Spike

 

Best: Crystal Empire or Equestria Games

 

Worst: Spike at your Service.

 

 

Applebloom

 

Best: uhh Call of the Cutie I guess? Bridle Gossip? Like her sister she works best as a supporting character I think.

Worst: Somepony to Watch Over Me, again that episode is just a mess.

I'll start with the best for each:

 

Twilight Sparkle: Two of them.

  1. Magic Duel. After Trixie kicked Twilight out, she had to figure out a way to outduel her. She improved, but what really makes her stand out so much is how much this episode truly takes advantage of her intelligence. Magic couldn't defeat Trixie, so she conjured up a way to trick Trixie: By using Trixie's biggest talent (illusions), she was able to outwit Trixie into taking off the Amulet.
  2. Testing Testing 1, 2, 3: Though Twilight was written to be somewhat in the wrong, it never portrayed her in such a role that makes her unlikeable. Just like the others, Twilight only wanted to help Rainbow Dash, and Dash and the script recognize it. When she realized how Dash was able to multitask while flying, Twilight led Ponyville to helping Dash learn. The script portrays Twilight as a teacher who needed to be taught a lesson, but executed endearingly.

Rainbow Dash: Sonic Rainboom and Wonderbolts Academy are equally great candidates. Both portray her as the fierce, cocky competitor she is, but prove her heart of gold while fighting her major insecurities. I hold WA as the better of the two simply for the ending, but Dash herself is brilliantly characterized in both. Dash's self-confidence dilemmas branched differently: Dash couldn't pull of the Rainboom in the former, but was forced to team up with her antithesis in the latter.

 

Fluttershy: Hurricane Fluttershy. My post from May 27th of this year explains why.

 

Pinkie Pie: Pinkie Pride. Party of One would be the bona fide choice, but that episode had Pinkie fall into a deep depression. Objectively, it's one of the best episodes all-around, and you can sympathize with Pinkie for her really good reasons, but it not exactly the episode to portray Pinkie best, which belongs to PiP. Here, you can actually see Pinkie's actions and understnad them perfectly. She was funny, lively, yet extremely sensitive and was justified to do what she did in response to Cheese Sandwich's appearance. The overall theme is fantastic as a concept, and Pinkie was the perfect catalyst to jump start it thanks to her thorough personality.

 

Applejack: Sisterhooves Social. You can tell how much Applejack and Rarity grew from their hideous bickering in Look Before You Sleep here. Both of them cooperated spectacularly, and there was a great contrast between them. Rarity viewed her relationship with Sweetie narrowly, while AJ recognized how important give-and-take really is, hence the dry "apple pie" metaphor.

 

Rarity: Suited for Success. After a series of episodes that did nothing except hinder her character, Suited for Success changed that by portraying her in a really positive light. Her generosity is put to the test throughout and is extremely sympathetic. After how demanding her friends/clients were, Rarity was feeling stressed, and you can relate to her after so much meddling from her friends, none of whom understood the basics of design. The meltdown is funny, but it's completely justifiable.

 

Spike: Equestria Girls. Every one of the Mane Six donned the dunce cap simply for the sake of contrivance, which correlates well in this terrible movie. Spike is the only character not to suffer; in fact, he was the brightest spot by far. He was witty, sarcastic, empathetic, encouraging, and very intelligent. He fit Twilight's "sidekick" brilliantly and was her conscience throughout. And, yes, his comment addressing one of the student's claims of Spike talking being the weirdest thing in the climax is quite hilarious.

 

The runner-up is Lesson Zero. When Twilight was breaking down more and more, Spike was the one who reminded Twilight to keep herself in check, encouraging her to remain sane and pull herself together. It was a very bold move of him to contact Celestia to put everything back to normal.

 

Apple Bloom: Family Appreciation Day. After Tiara's cruel teasing and secondhand embarrassment, her want to not let Granny Smith attend the school for the FAD session was justified. Her worry felt very real, and you can sympathize with that. It's especially the same considering the base demographic of the show.

 

Sweetie Belle: For Whom the Sweetie Belle Toils. Was she in the wrong? Yes. Did she deserve the scare of her life in that nightmare thanks to Luna and her conscience playing games with her? Oh, hell, yeah. Sweetie Belle was both the main character and antagonist in the episode, but presented in a way that made sense. As she's Rarity's younger sister, SB witness Rarity accomplish so much, while she doesn't know what her goals will be. So to have Rarity's dresses come out to be the best part despite a script being apparently worked hard on is enough for her to feel jealous and worthless. Her actions were wrong, but believable, and she developed from that.

 

Scootaloo: Flight to the Finish. Pretty self-explanatory. Scootaloo felt worthless thanks to DT's and SS's vile actions, and it made her feel very guilty. Dash's pep talk is all that's needed to cheer her up. ^^

 

I could choose Sleepless in Ponyville, but it's fantastic on a collective scale. Scootaloo really shined at her best when solo in FttF.

 

Diamond Tiara: Ponyville Confidential. Quoting from sometime ago on EQD:
 

In this episode, Diamond Tiara was by far the best written character, and she nearly stole it. In her previous two episodes and One Bad Apple, she was mostly the rich bitch and/or typical schoolyard bully. Ponyville Confidential gave her significant character development that evolved her into a three-dimensional antagonist. Diamond Tiara was manipulative, business-like, and SMART. She strategized in this episode and knew how to get what she wanted when she wanted. She was a bully who wanted to display her sense of business and storytelling and manipulated the Cutie Mark Crusaders to do her dirty work.

Another part of what made Diamond Tiara extremely believable was how she was her father's spitting image on the other side of the scale. You can tell she had Filthy Rich's blood and capability to create a business strategy here, thus providing ample opportunity for the writers to evolve her character.

It's a damn shame this side of her character hasn't been explored since.

 

Princess Celestia: Lesson Zero and The Return of Harmony. In all honesty, Celestia is a character more abot potential than her actual execution. She's the loyal, kind, patient monarch, but the episodes tend to revolve around her through poor implications. The Return of Harmony and Lesson Zero prove how valuable she is as not just a leading monarch, but also a mentor. She knows she can't beat Discord, but she can definitely help. With Twilight down and out, the MacGuffin pays off all the friendship reports she assigned Twilight for. Also, thanks to Spike, Celestia stopped the spell, talked to Twilight, and showed her patience by not punishing Twilight for her actions.

Princess Luna: Luna Eclipsed. Simply put, she was funny and had a realistic conflict that captured her character.

 

And the worst?

 

Twilight: Bridle Gossip. Boast Busters is her worst episode, but it wasn't the episode putting her at her worst. For two-thirds of the time, Twilight was the dissident of the group. As everyone claimed Zecora enchanted the Mane Six, she's the only one to claim not… But then she gave in and became just as unlikeable as the rest of the group. But her presentation is much worse because of the 180 in her decision-making and attitude.

 

Rainbow Dash: Rainbow Falls. Every single thing about how great she is as a character is washed away. Her character development was essentially retconned.

 

Easy runner-ups are Daring Don't, Best Pet Win!, and MDW. In what order you can make yourselves.

 

Fluttershy: There's no contest: Putting Your Hoof Down. This episode was an unpleasant mess, and Fluttershy's character was the worst of the problems. From a kind, loving pegasus to a monster thanks to some of the laziest contrivances in the entire show just hurts it. Then you had Fluttershy's attack on Rarity's and Pinkie's lives downplayed in favor of making Iron Will look like the bad guy, allowing her to get away with her crimes. Somehow I wonder why I still love this episode despite not even being a guilty pleasure case.

 

The biggest runner-up is Keep Calm and Flutter On? How? By this very line:

Fluttershy: I've just been trying to gain his friendship any way I can, so he'd come to trust and listen to me!

In layman's terms, she wanted to become friends with Discord just to control him. That if he does anything she dislikes, she can manipulate him and threaten to split their friendship with each other.

 

Pinkie Pie: Filly Vanilli. Need I say more? NEXT!

 

 

And by the way, seeing as I've seen no proof of AKR being sent "death threats" following its airing, I'm starting to wonder if the people who claim there are are believing, if not perpetuating, a bunch of lies.

 

 

AJ: Somepony to Watch Over Me. To cut to the chase, Applejack is completely out of character, and she constantly treats Apple Bloom like an idiot. Even when Apple Bloom nagging about how AJ doesn't need to watch over her, AJ ignores her. Only when AB nearly got herself killed when she realizes it. A situation where her pampering was just.

 

Rarity: Sweet & Elite. It's a complete understatement to say her actions were very cruel. Each time Rarity chose the elite over her friends, she was in the wrong, and the audience knew it, only to result in the script supporting her actions. If there was an episode where a character deserved to be punished, it's this one, because they were as heinous as 'Shy in KC.

 

Spike: Spike at Your Service. Dragon Quest is his worst episode, but he was in character and likeable; that episode's problem was everything else. Here, he is the main character, and there's nothing remotely familiar from Spike in the past shown. Gone was the intelligent, mindful friend and replaced with a clumsy, careless idiot, a complete contradiction of the canon. Sure, the past script change Rarity's original role onto AJ, but it still didn't change Spike's behavior.

 

Apple Bloom: Bridle Gossip. Why the hell would anyone, regardless of how young you are, would leave your loved ones for dead in the Everfree Forest?! Really?

 

Sweetie Belle/Scootaloo: The Show Stoppers. Just like AB, they were bumbling idiots. Their talents are there for everyone to see, only to be so oblivious in favor of doing mundane talents they were never good at. The only reason TSS didn't get this spot for Bloom is because a worse one exists.

 

Diamond Tiara: One Bad Apple. Following Ponyville confidential, all of her (and Spoon's potential character growth was tossed out the window in favor of creating a flat, stereotypical side-antagonist, one in favor of luring Babs Seed into becoming an even worse bully.

Celestia/Luna: The Crystal Empire. To cut it short, Celly assigned Twilight a test to protect the Empire. Instead of making sure the citizens are protected from Sombra's inevitable return, Celestia treats this their lives as a means to an end. Luna is also tagged this because, by virtue, she willingly went along for the ride and decided not to help protect it, making both characters unlikeable (and terrible) leaders. AJ's best is hard to say.  She gets Best Supporting Actor, not Best Actor.  Best is with her family.  Either Pinkie Apple Pie or Apple Family Reunion. Worst is easily Look Before You Sleep.

 

Dash  Best is either Wonderbolt's Academy or Testing 1, 2, 3...  Worst is probably May the Best Pet Win

 

Fluttershy  Best is either Hurricane Fluttershy or Dragonshy  Worst is also May the Best Pet Win.

 

Pinkie doesn't really have any bad episodes, it is just some are less good than others.  Best is either Too Many Pinkies or Pinkie's Pride.  I will also say that all the ponies have failed in their element but P is by far the least.  She is seriously out of character only in Party of One when she thinks her friends don't love her anymore (Pinkie! Stop thinking AT ONCE!  You know it's bad for you!), to some extent babysitting in Baby Cakes (twins for your 1st babysitting job? SHEESH!) & at the end of Too Many Pinkies when she says she can't party, she needs to sleep (The strain of sitting still so long must have half killed her, poor thing)

 

Rarity  Worst is easily Look Before You Sleep.  As a guy, I didn't have slumber parties & found my sisters' parties Really Aggravating, so that's strike 1.  Strike 2 & 3 is both her & AJ being total bitches, reminds me of my sisters at their absolute worst.  AJ has some excuse as Rarity provokes her.  R is at her absolute worst (Well, one of her worstes, she has so many to choose from)  Her best is probably For Whom the Sweetie Belle Toils, it shows her at her best.  Although I like Dog & Pony Show better.  The Whining Scene is pure Rarity (That's not whining, that's complaining. This is whining....")

 

Twilight  Favorite is probably either Lesson Zero ("I can't find a problem? Then, I'll make a problem!") or Feeling Pinkie Keen (scene where Derpy drops all that junk on her head is great.  So is the scene with Gummy in the bath tub) However, Winter Wrap Up is a better episode.  It shows the early Twilight at her best -and worst.  The scene towards the end where she is sulking under her blanket, then her head pops out like a genie out of a bottle when someone says the magic word ("late")  She doesn't really have a worst, although MMMystery on the Ponyville Express is pretty bad for everyone involved in it & she shows her worst side in Canterlot Wedding part 1  Part 2 shows her at her best, so that 2 part episode shows her later character best.  They've all grown, but her the most.

Best episode: A Canterlot Wedding, Friendship is Magic and Winter Wrap Up - (Twilight's characterisation in the first two episodes of MLP ultimately got me hooked into the show, I empathised with her immensely in A Canterlot Wedding, and Twilight's desire to belong in Winter Wrap Up resonated with me strongly)
Worst episode: Look Before You Sleep - (I felt her characterisation here was too literal)

Pinkie Pie:
Best episode: Pinkie Apple Pie and A Friend In Need - (there are so many good ones here, but the ones that affected me the most were Pinkie's Smile Song and her being ecstatic when accepted into the Apple family)
Worst episode: Any episode that shows Pinkie for the sole intention of pointless comic relief - (i.e. Three's A Crowd)

Why do fans not like the Cutie Mark Crusaders' role in "Ponyville Confidential"?

 

That's what I'm interested to know too. I liked that episode because it had an excellent moral and it was delivered well, and even though the CMC were doing something stupid, despite their good intentions, they took responsibility for it and made amends. Maybe I missed something else?

Maybe the episode blemishes the perfect image they have of the cutie mark crusaders as incorruptible angels.

Why do fans not like the Cutie Mark Crusaders' role in "Ponyville Confidential"?

I put Ponyville Confidential because I didn't have another CMC episode I wanted to put as the worst for Sweetie Belle. I thought that episode was OK, not the best.
