You're the Captain of a large sailing ship with over 150 souls aboard, rounding Cape Horn (the southernmost tip of Argentina, the northern edge of the Straight of Magellan between South America and Antarctica). The wind is strong and conditions are adverse, so you've had to have the sails stowed in order to prevent the ship from capsizing, however part of the topmast has buckled under the stress, and has thrown one crew member overboard. He can likely swim to the thrown wreckage but the still latched lines from the mast to the hull means the wreckage is acting as a sea anchor and dangerously tipping the ship farther into the large waves of the stormy seas. You must decide between getting an axe and cutting the wreckage loose, or mustering at least a quarter of the crew to pull the wreckage back once the overboard man can grab on. If the topmast is cut loose, it is almost certain death for the man overboard, but if you don't, you hold a high risk of the entire ship sinking.
