I've never seen the Princesses as explicit rulers so much as guardians who occasionally take action when Equestria is in a crisis. That was spelled out in The Journal of the Two Sisters. Yes, they do get special treatment as figures of 'royalty' but that's mostly because they act as official dignitaries for the state and have saved the ponies flanks a dozen times. I've never seen Celestia or Luna actually legislating any laws or enacting official policies (although I suppose you could chalk that up to the fact that this is a children's show and most kids wouldn't be interested in seeing that anyway).

 

Although, I do recall issue #4 of Friends Forever wherein Shining Armor is overwhelmed in making decisions for the Empire but that could be different system they use from Equestria proper. Not to mention the obvious comedic intent. 

 

 

 

 

 

As for the unicorns... While they may seem to be somewhat redundant with Celestia and Luna now moving the Sun and Moon I still think they're magic is valuable e.g. Twilight Sparkle.
