More like top tier. (Well, not exactly, he's really good atm though) Though he can be a bit team dependent and he also has a couple of suboptimal matchups that can be a bit challenging... Against the rock people...

yea if the enemy team is playing a divey comp, barik is hard to play

Not really, to be honest. Barik actually has an easy time dealing with Torvald as well as most flankers (Except Evie). Barik is hard to play against things that stop him from using his F like Terminus and Inara. He also has a lot of problems with Catalyst Pip because he can deal massive damage to both him and his turrets.
