I can't create a blog

So, I asked a question on how to create a blog and It got answered. I looked on the faq on how to create a blog, only problem is I can't find my blog settings AND the create a blog button in the blogs dashboard.   I was hoping that someone might be able to help me out with this problem. Hopefully I'm not the only one having this problem and it's not just my stupidity.

You will be able to access your blog settings once you create your blog.

It says i'm not "authorized to view this page". That's weird.
