Best CGI is the transformers movie.  Worst is probably... Zomboobies?  Google it.  It's a crazy Japanese film.  Actually, don't look it up.  You don't want to know.

Best: All Effects on LotR and Hobbit.

Worst: Jabba The Hutt from Star Wars and Motorbike Chase from Ultraviolet.

The best CGI is CGI that's used in addition to visual effects. That way, the audience doesn't get used to only seeing the CGI and knowing that it's fake. Seeing something real strengthens the illusion.

 

Good Examples:

 

- Jurassic Park used animatronic dinosaurs and puppets in addition to CGI.

 

- A lot of people don't know this, but a lot of the T-1000 in Terminator two was a combination of CGI and life sized rubber models.

 

- The Lord of the Rings Trilogy had real actors in Orc and Goblin makeup and prosthetics so that the when massive CGed armies showed on screen it was believable.

 

Bad Examples:

 

- The Hobbit movies do not have any actual actors playing their orcs (Since they are all CGI) and it looks laughably fake.

 

- Avatar used absolutely zero visual effects and it is very difficult to be invested in a movie where it's so obvious that nothing is real.

 

- The Thing (the prequal made in 2011) made a mockery of the John Carpenter classic by switching out his legendary visual effects tricks, puppets, and models, for an all CGI monster that looked more fake than the one in the 80's.

Smaug (Hobbit) was gooood CGI.

Final Fantasy VII: Advent Children, the entire film, was good CGI.

And Frozen had great CGI.

worst is The Rock in the mummy, when he is the scorpion king. shockingly shit cgi.

and i would say best is pirates of the Caribbean.

Best - I'll have to go with The Avengers(Full CGI animated movies like Frozen, Wreck-It-Ralph, and Pixar films feel like cheating)

Worst - How anyone can talk about terrible CGI and not talk about the shitastic Dragonball Evolution is new to me

THE BEST: Either the dinosaurs from Jurassic Park or the remastered special effects in the Director's Cut of Star Trek: The Motion Picture

 

THE WORST: Definetly the CGI effects from Indiana Jones & the Kingdom of the Crystal Skull. C'mon, THEY LOOK SO FAKE!

Despite me not liking the episode, the Timberwolves in Spike at your Service were impressive. Oh, and Wreck-It Ralph had great animation too.

 

As for the worst, 

The Groovenians. It was one of those one-episode shows because it was so terrible, but the animation (which was, ironically, made by an artist) looked like something done on the Atari Jaguar.

 

But Fanboy and Chum Chum takes a close second. It makes freaking N64/PS1 graphics.. no, Sega Saturn graphics look impressive in this era (no offense, I love those consoles)

Best:Terminator 1.Those special lightning effects and the terminator vision were super high quality :P.
