So the way I see it, I think a "federal" agent character would fit in perfectly well.  Not sure how much they'd help beyond paper work and bureaucracy. As for military personnel, there are royal guards. However, they seem to be mostly useless. With the mane 6 and their closest friends taking down any possible threats or villains, there's hardly a need for other agents of law enforcement or military to do anything.

...BUT! That's just if you want to be SUPER faithful to canon. It's your OC, so feel free to be as creative as you want.  Look at mine! He's an armored OC with fire powers and amazing combat ability. The show hardly has a need for a character like that.

I was gonna say what @RaraLover said about Apple Bloom attempting karate so that's definitely a thing. 

There's also the MMMystery episode where Pinkie assumes that one of the bakers is a spy... and we get a Bond reference.  As for police forces, apart from Gift of the Maud Pie, Equestria doesn't really have or need a police force. There was only one in Manehatten because it is essentially New York. 

Who needs police when you have the Mane Six defeating evil! 

I assume there’s a military cause giant foreign threats have to be taken care of somehow. Sometimes just the Mane 6 isn’t enough

Yeah, the PonyTown generators work on mobile perfectly but you can’t play on the servers.

If you’re looking to do a human OC though I would suggest looking for human OC generators. If you can’t find any good ones, you can at least begin by planning the outfit and accessories if you wanted then work on the appearance (or vice versa, whatever works best for you).

I've never seen any character makers based on Equestria Girls. Not sure why, seems like it should be a fairly easy thing to make if you only like making female characters... 

However, character and doll making games/programs on the internet are usually limited. Most people might use those to start off with, but later make their own better art. You might want to consider learning how to vector. Or, if you don't want to make any artwork yourself, consider commissioning an artist. If you know what you want your OC to look like, then hire a an artist that you like best. In my experience? Try to find one that will keep you updated as they are making the art; that way you can make any necessary changes before the art is finalized.
