Heck, the canon status of the IDW comics and "Journal of the Two Sisters" is usually up in the air. No way this would be canon just out of the blue; regardless of who posted it. They would but the obviously aren't because there is no reason for them to be. And their money is not being spent by an innocent fanart. Who hasn't seen at least a few instances where it could be implied that one member of the Mane 6 is interested or give reason to believe that a relationship could blossom forth between another member of the Mane 6. Ashleigh Ball just showed her support for homosexuals. It makes sense that she used AppleDash picture, considering that she's Applejack's and Rainbow's VA. As long as there's no actual episode, in which AJ and Rainbow become a couple, it's not canon. And trust me, it won't be canon. Never. It's not a screencap of the show itself or anything. It's not canon, nor will any ship be canon. The only canon ones are Mr. and Ms. Cake and Cadance and Shining. She posted it more than likely because of world Pride week, and since she's involved with the show, and she voices both of those characters...It only makes sense for her to post a piece of fan art portraying that. Besides, fans post fan art and show related stuff everywhere. Why can't the people who are actually involved with the show do it as well? Just because a VA posted fanart of the two ponies, for pride week, nonetheless, since it was explicitly stated that's why she posted it, doesn't make it canon.
