I'm not sure if this portrait is actually a reference to something or not, but I think this pony needs a backstory. When I first saw him I was curious as to what he was doing there. It just seemed to be background and nobody mentioned it. What's his name, where's he from, and why does he get his picture in the train?

Ah the great general Napoleonpony. He fought many great wars in the past against Nightmare moon and her minions against Celestia. The "great battle" some call it, was one of the most important wars fought in Equestria. Mainly because Napoleonpony's tactical advantages he came up with that won the battle. After so many victories, he was famous around Equestria. In honor of his great accomplishments, and to remember him always, this portrait of him was put on this train. Nobody speaks about him, except those that remember their grandparents stories about him and his mighty battles against Nightmare Moon. This is the great Napoleonpony. (:
