I really like this idea of Golden Oak Library being goverment own and not open for public before Twilight arrives. At least for sake of some fun speculations.

For normal public library you would expect cookbooks and Daring Do novels, but Golden Oak holds also rather powerful and potentially dangerous spellbooks. In season 3 episode "Too many Pinkie Pies" Spike finds a secret locker and book containing spell to repel Pinkie-duplicates back to Mirror Pond.

In Equestria talented young unicorns are send directly to Princess Celestia's school to learn more about magic. Magic is considered so important that it takes a princess to teach and oversee pupils. It also takes serious work and years of studying under proper guidance to master advanced spells. On her own Starlight ended to misuse her talents with serious consequences. Trixie failed to cast simple teleport spell and Twilight's cutie map dissapeared. Wonder what would have happened if Spike would have agreed to her test subject...

Magic being potentially lethal, it makes sense that books containing powerful spells are not allowed for just anypony to read and mess with, thus they are storaged in private goverment own librarys.

 

Obviously, Spike finded secred spellbook just because it was convenient for the plot. But it's always fun to overinterpret thins. :P

It is possible her private collection was upstairs or in the lab in the basement. The only time we hear "person copy" mentioned was in Look before you sleep. Although it never mentioned in passing that anyone using the library but the door never seems to be locked.

Either way, it is possible that ponies came in once in a while off screen. I mean she keeps her books sorted so eh. ^_^

Oooh, a private archive makes sense now that i think about it. Even Canterlot has it own version of the national archives

I think the crown had an arrangement to get domain over the library in exchange for some financial funds since Ponyville was struggling with funds as The Last Roundup suggests.

I'd rather think they got bored with the job since so few ponies seemed to use the library while it existed. Perhaps Celestia even paid them a visit and convinced them it was a good time to retire so her pupil could take the reigns and avoid going all Sunset Shimmer on her majesty again?

Or moved the unseen librarian to Canterlot since they have a decent library there.
