Is Celestia the tallest pony?

I believe around the time Appleloosa's Most Wanted first aired, the writers at the time said that Troubleshoes was the tallest character they had come up with so, theoretically, he'd be taller than Celestia.

That's one big SOB, that's for sure.  What about Rockhoof?  He's big.  How does his size compare to Troubleshoes?  That makes me wonder--who would win in a fight?  Troubleshoes or Rockhoof?  Probably Rockhoof, I'd guess.

Princess Celestia and Queen Chrysalis are the tallest characters we’ve seen so far...that I can recall. Princess Celestia looks pretty tall so to see an even taller character would surprise me.

As pointed out by others, Troubleshoes seems to have both Celestia and Chrysalis beat in terms of height. They would both tie for second tallest, seeing as there isn't much of a difference between them.
