Was pretty arrogant, but isn't a ponyville resident. Was last seen at Las Pegasus, during a friendship mission, hopefully having fallen on hard times.

If you are going for non-ponyville characters, then there are some of the ponies from various rarity episodes (starting with sweet and elite) to consider too.

In the interest of balance, we should have had more rara in later seasons. But at least she is in the newspaper in the very last episode....

@Bastian is known to have the shortest tail in Equestria (and here on the forum). I wonder how he can keep his balance without one? (acting as my OC)

Yes she is but In @Writer Rhyme's universe (Blame him), Ire is so arrogant that Spoiled Rich would find herself get spat by the Pegasus. There is only one pony whom she openly show kindness and that would be her childhood friend. Ire Heaven is an OC, that means she doesn't exist in the canon MLP universe.
