Comic discussion - When can new threads be made?

Now that the micro series is over, I'd really like to make a thread ranking them, with a poll for the favorites and least favorites of the members. But since I wasn't sure whether I could make that an individual thread, I posted in the stickied one, but since then I've seen a couple of different comic threads that are active and the mods seem fine with them. So I have a couple of questions:

 

1. What kind of discussion can have its own thread outside of the sticky?

2. Could I make the thread I wanted to?

For the time being, posting individual topics about the comics is fine. However, it is possible that a dedicated subforum will be created for them sometime in the future.
