My favorite cartoon characters are actually simultaneously Spongebob and Patrick from Squarebob Spongepants, at least prior to the movie. I can recount like, half the jokes that show ever made. Word for word.

Well, fancy or regal characters must have a distinct voice or accent, so that applies most of the times in cartoons and comedy/drama shows.
