I find his design fits his personality and backstory, but overall it feels a bit overdone with the sad background and split personality.

6/10. It's decent, but I would clean up the grammar and maybe tell a quick anecdote about what happened leading up to the appearance of his cutie mark. If you have an image of Splinter with his cutie mark, I would use that instead of the one you have. Maybe draw an image of Splinter performing standup comedy? I'd also like to know more about how his honesty almost got him arrested.

Very nice. I'm liking the bio. No tragic overly dramatic pony here! He's just an ordinary guy. Also, great name and somewhat original concept. I only deduct points for the mention of real world places in Equestria and because I am not so fond of the clashing of his cutie mark and coat.

 

This pony totally deserves to have a better picture drawn of him than pony creator.

Oh yes, I forgot to add, that the signature is old and I'm only keeping it for the background and future reference. Dusk is not related to royalty and is a Crystal Pony.
