Celestia has always felt like a maternal figure to me, so going beyond "polite hug" into "cuddle" territory would just be weird.

Chrysalis is, well, actually evil, so no I don't get any affection vibes from her.

Tempest would try to kill me even though she clearly needs a hug more than most ponies.

So definitely Luna first.
