Well, AJ did stop a carriage rolling down a rather steep hill in Mare-Do-Well with her legs.

Besides, additional magic, often making light vehicles fly (WITHOUT a glow) as we've seen before, can also help the traction of heavier, ground-bound ones. It can be used for applying a direct force, or to make the train lighter so the horses can pull it without much effort.

 

If all else fails... didn't the train in Over A Barrel also have a steam engine? Maybe the draft horses were just there to provide an extra bit of power required to make the train go faster.
