I mean, the ponies names are (mostly) based off of their special talents, so how do their parents know what their going to be good at? Maybe her name before was "Modern Mare" or "Mystic Mare" or something like that. But then, when she became mayor of Ponyville, her name was legally changed to "Mayor Mare". Vinyl's parents named her Vinyl Scratch maybe because she was always interested in electronic-type music when she was a filly. And maybe Mayor Mare got her name because she liked to pretend to give speeches and run a city when she was playing. Perhaps the parent's wait a bit after the foal is born before naming them. But this is probably false as Mr. and Mrs. Cake named their foals as soon as they were born. Perhaps they name them after a common skill in that pony's family tree. Or maybe Celestia tells the parent's what they should name their foal as she may know the future talents of the foal. The parents can then decide to use the name given to them by Celestia or come up with something themselves. Another theory would be this. In our world, names have different meanings. Parents often pick names with meanings they want their child to have. Perhaps the parents in Equestria name their foal based on what kind of talents they want or think their foal is going to have. She is part of the apple family, so her name is apple-related. But it is heavily implied that her special talent isn't even in apple farming. Not all the pony names are like their special talents, like Pinkie Pie for example, that name doesn't sound like balloons. XD As for the other names like Twilight Sparkle or Rainbow Dash that remind me of their cutie marks, I have no idea. I guess their parents choose pretty names for their children and it is always destined to have something to do with their special talent. That's all I can say! Let's say that the father's name was Rainbow Bolt and the mother's name was Violet Dash.
