If Equestria or Ponyville had a budget crisis....

I'm not sure this is the right area for this but amid the U.S' own government shutdown, I had myself thinking: what if Equestria had its own budget crisis? Or even Ponyville for that matter?

Its a simplistic cute clip from Hearts and Hooves Day, but I think the Cutie Mark Crusaders deserve some credit here:

Considering the fact that the Apple family control a significant industry in Ponyville and that Granny Smith alleges that Ponyville was founded off the Sweet Apple Acres apple retail and the local economy it helps sustain and support, further evidenced by Filthy Rich paying respect to the Apples, there's something to consider here. Ponyville's a pretty fragile and frail economy at times. Heck its stated that the town was founded by Earth ponies and they do seem to constitute the large share of the farm's workers. What then would happen if Sweet Apple Acres closed down, as it almost did in The Super Speedy Squeezy 9000

For that matter what would happen if Ponyville ran into major debt problems, apples started dropping in demand, a higher tax was levied. And for that matter better yet how would Celestia and Luna, or Princess Twilight deal with a budget crisis? Undoubtedly it would seem that the Royal Canterlot Guard equivalent to their army and lacking as it is, would face significant cuts, along with the crucial weather teams. The possibility on taxes towards crops like hay, apples and other goods could also lead to starvation and deprivation of basic infrastructure like the CMCs imagined.Even moreso to consider, all the extensive infrastructure damage that Ponyville AND Canterlot have endured over just 3 seasons must cost quite a bit. I am hoping someponies have good insurance because that type of damage coverage is never cheap.

How long would Ponyvillers follow in good faith the policies of Mayor Mayor. Moreover how willing would the ponies (and everyone else) be willing to put their faith into the benevolence and goodwill of Celestia during a prolonged crisis that can't be solved by simply blasting away problem?
