I think they're made out of stardust, to be honest.

 

Either that or a really fine silk-like material.

 

Either way, hopefully they'd be soft when I touch them.

I think they're made of normal mane material. They just look ethereal due to the amount of power they have. As seen when Twilight absorbs the magic of the other three alicorns, her mane flows for a second before she suppresses the power. Just a thought.
