Well, Trollestia of course. Though Pinkie Pie is right behind her, with Pinkie breaking the 4th wall and all, she isn't as experienced at trolling like the original trollestia. Than applejack behind pinkie, than the rest I don't think troll that much :/.

A three way tie between Celestia, Luna and Applejack. Celestia's good, what with screwing with the cakes and hoping for the Mane 6 to trash the Gala. Applejack had probably the best letter of all time (although I wouldn't mind if it got some competition).

Luna's trolling is vastly underrated, at the end of A Canterlot Wedding her line "Hello everypony, did I miss anything?" Not only made me die laughing but it also established her as a top tier troll.

Whoa, did I forget Discord? How? Gotta throw him into the mix, he might be on top actually...

-Only person seen thus far to ruffle Celestia's feathers simply by being in the same room. Celestia is the god of patience most of the time; this is no easy feat.

 

-Trolling the princess via letters? Trolling via not sending tickets? Trolling by having a secret stare? Fillies please, Discord merely has to exist out in the open world for his trolling chaos to spread and afflict others; as seen when Applejack's crops and apple trees went wonky and Fluttershy's bunnies grew long legs, all while Discord wasn't even in the immediate area.

 

-He's so excellent at his hobby that he takes up a pass time of turning your friends to troll against you instead of bothering to do things all himself.

 

-He's possesses the same personality and sense of fun as Q. Nuff' said.
