Her parents seem to be retired and in that "world traveler" phase that some go through.  I figure that they are out a lot these days, and Rarity's is the more stable household.

What if Sweetie Belle isn't Rarity biological sister, but adopted one. It could happen, right? Though, if so, Sweetie Belle's parents were cruel to her, leaving her, and not taking care of her. But, I could be wrong.

With their identical coat colour and similar mane colours, it seems likely that they are biologically related. Also, their father's coat is a similar colour to the girls; and their mother's mane is similar too (albeit slightly less so, being more of an indigo rather than Rarity's violet and Sweetie Belle's lavender).

Rarity and her parents both have houses in Ponyville. Their parents' house is next to the windmill.

 

 

Sweetie Belle just stays over Rarity's sometimes probably in the guest room.
