Unless he had some other reason for wearing this or this is a really, really good photoshop job, yes, I am assuming he is a brony. Which is pretty awesome.

If we're also talking about non-cartoon TV shows, I can see Joey Gladstone from Full House and (maybe) Carlton Banks from the Fresh Prince of Bel-Air as bronies.

I could definitely see Tzeentch from the various Warhammer franchises being Brony, particularly any scene involving Pinkie or Discord.

 

Though... Knowing Tzeentch he probably planned for MLP:FiM to happen in the first place, twisting the infinite strands of fate to make it a reality.
