In the end no harm was really done and everything was set right, so why not...? Plus, that isnt in the spirit of the show and wouldnt be a good mark on the princess of friendship to condemn starlight

Yeah... they didn't just not punish her because friendship. It was more of a case that she would figure out a way out of whatever they tried to punish her with. She has alicorn tier magic. It would be like trying to punish twilight herself that managed to block discords magic.

You don't need to forgive when you can understand. If you are capable of feeling and putting yourself in the others place. You will realize that  you may have end up doing the same under the their circumstances.
It is her own responsibility to begin the process of acceptance and healing in order to forgive herself. Forgiveness comes from within oneself, same as love.
