Which Antagonist is the Most Intimidating?

Impact; Either Chrysalis or Sombra. Both of them had immediate effects we saw across the area. We saw ponies fleeing in terror & panicking when they were around, though I think Sombra has the edge because he wasn't even in the Crystal Empire & the Crystal Ponies were much to scared to even think about going against him... Hell they had fear induced amnesia! That must have been some scary stuff he did...

 

Overall plans; NMM/NMR or Tirek; Both of the former wanted the world covered in darkness, which would have led to the starvation of the planet. That is a pretty horrific way to go; Dying from hunger under a dark veil, never to see the sun again... Sounds like something devised in Hell... Tirek just wanted to become God basically... That would be horrific, who knows what he would have done? Hell he took the Alicorn powers, & Discord's powers, & each of them on their own is a God in & of themselves... So he basically ended up with 4 Goddesses powers (2 of whom were ancient & controlled celestial bodies, the others controlling love & friendship which basically means control over emotions) & Chaos itself, which is commonly referred to as the pure opposite to Order, or Good. 2 Celestial Bodies... Emotions... AND Chaos incarnate? Hell, Tirek WAS a God...

Tirek hands down for me,atleast after he had absorbed enough magic to get a considerable size.

Sombra but only because of his dominion over fear. He literally elevates your worst of fears from the depths of your mind, intimidation isnt something he will be a stranger to.

For full-on villains, Discord and King Sombra are head-to-head for the top spot. Sombra and Discord both prey on thoughts and emotions. Discord has seemingly limitless power. However, this is inhibited by a reckless personality. Both of his defeats were the result of standing and gloating. Sombra edges out Discord because his plan was the most well-executed. He had inserted fear in everypony's minds and used that fear to keep them from interfering with him, enabling him to hide the Crystal Heart in plain sight. Not to mention that nothing but Twilight Sparkle's understanding of magic could beat his traps, and the fact that he went down fighting rather than standing and gloating.

 

Both used a form of control over ponies, but there's a clear difference between them. Discord just sat back and watched, and got too cocky when his plans fell apart. Sombra didn't sit back. He backed himself up by putting a number of traps on the Crystal Heart, and fought to the bitter end, where it took genuine cooperation and a better understanding of magic to defeat him.

 

As for the bullies, I'd have to put up Diamond Tiara. Unlike most of the other bullies, Diamond Tiara knows her victims well. She goes to school with them every day, and even knows where Apple Bloom lives. She was the one who manipulated Babs Seed into becoming a bully in the first place, but most importantly, she uses her high social standing as leverage. Because of her wealth, she can reward anypony who cooperates with her with nearly anything they could want, and, like in the case of Babs and "Twilight Time", can use her clout among others to intimidate those who don't cooperate.
