Yes. The shamrock shakes are a common fave for March but I think the drinks Luna is holding is a something that traditionally happens only during St. Patrick's Day where bars serve their beers in the color green.

This is Luna walking the Dream Plane, which will explain her having no eyes. She only makes herself known if she sees the pony she follows as being in danger in their dream. I do believe this is from the camping episode where Scootaloo has a bad dream about the monster Rainbow Dash spoke of. She tried to hide her fear but when you try to hide it, you make your inner demon stronger. That's what makes such dream forms so dangerous sometimes, especially if they are this lucid.
