Surprisingly, it appears as if it is indeed legit. The game has an odd economy system - you can buy game currency with real money, but then you can also sell the game currency for real money as well. What these people are doing is that they're buying land/property in the game, and then selling usage rights for their land (such as plots to build, hunt, etc), thus making real money for doing so.
