As you are aware, most of my recent artwork is done using Adobe Illustrator, a Vector-based program.  Before then, I mostly used Photoshop, a Raster-based program.

Which program do you prefer to use if you're an artist and you like drawing cartoon characters: Photoshop or Illustrator?

Both programs are completely different and have different uses, so it's impossible to compare them objectively.

It really depends on what you're trying to achieve and for what purposes you need the piece of art work for.

I personally prefer using Photoshop. Not necessarily because I think it's better, but I just prefer the process of digital painting to creating vector art. It's less technical and more reminiscent of traditional painting.

since you ask about which of the two is better for animation/comic-artists,illustrator is clearly superior for animation.

you can create vectors that you can then export into flash and animate.

photshop is used for digital paintings and can feel very traditional if you want it to.

it all comes down to what you are trying to achieve

It depends on the style. A sort of rough raster version is made on photoshop, while a more-so elegant vector can be made on illustrator. But always animate with vectors. Always. Infinitely scale-able without any loss of quality is really good for animation.

Be who you are and say what you feel, because those who mind don’t matter and those who matter don’t mind.

There are many different programs out there that do the job of creating things better than photoshop (and maybe illustrator), but choosing from either one of them depends more on the type of content you're planning to make.

Gimp and Inkscape all the way.

Gimp is terrible imo.

You can't really compare the two programs since they are two different types. But I'm gonna go ahead and vote for photoshop (even though you're asking strictly about drawing cartoons) because I personally think that the characters look more alive when you draw them yourself instead of tracing.

Use Paint Tool SAI. That program is meant for drawing and drawing only. It's much better than what Photoshop and Illustrator could be.

But in all seriousness, I would use Photoshop since it's better at handling cartoon-related art.
