Obviously, he would say the wig belonged to AJ (well, that's his story & he's sticking to it).  Arguably, the shoes belonged to another pony (although you would think he had bigger hooves than any female member of his family)

 

But WHERE DID HE GET THAT DRESS?

Dresses have to be made fairly close in size to the pony wearing it.  He is WAY bigger than AJ or Granny, so where did it come from?  He also did pretty good for 1st time applying makeup (I watched 3 sisters learn)

Given that the skirt is obviously too short and narrow for him, it looks like the animators wanted to give the impression that the whole outfit was cobbled together. There's no way he would even try to pull this off without involving Granny, given that she officiates at the event, so it's possible this is stuff the two of them quickly cut up and put together out of some old outfits of hers. Given that Granny knows how to run a sewing machine (as seen in other episodes), I don't doubt she could patch together the blouse and bloomers so they would vaguely fit... and fall apart later, as seen in the episode.

 

You're right though, the shoes are a problem. You can get away with patching together regular clothing to expand them providing you're not too picky about how it looks, but shoes are a different matter. However, upsized high-heel shoes and the like aren't that hard to get ahold of, if you know where to look. Any town with local theatre troupes will have a costumer who has a selection of women's shoes in men's sizes, and the reverse, as eventually everyone who does stage acting will be dressed in drag at least once in their career. It's just one of those things.
