Definitely Fluttershy. She just has this soft and adorable personality. Her kindness towards everypony, soft voice, and her shyness are all attributes of her adorableness. Add that to her super cute design, she is definitely the cuddliest!

I love them all! They're all cuddly, but if I had to choose one, it's Pinkie Pie! She's the most cuddliest one, in my opinion. I originally choose Fluttershy, but Pinkie Pie really grew on me. 

Twilight is a close second.
