While Twilight Sparkle is technically the best developed princess, most of the development has happened before she became one.  As for those whose bulk of their development took place while they were princess, Luna easily takes the cake.

 

But I like Cadence the best.  She's certainly the prettiest and nicest, although I get the impression that the writers aren't going to give her faults anytime soon.

Twilight Sparkle. I've been with her from the time I started watching and seen a lot of myself in her. Plus, she became a princess because of her friendship with the Mane 5 and not because she wanted to be a princess, but because she's proven her worth and is given princesshood!
