I'm torn between Pinkie, since she lives in a bakery, and Rarity, who is the element of generosity, and therefore would hopefully give out more candy.

Definitely Pinkie. She's got a huge sweet tooth and would probably give the kiddies layer cakes.

 

Rainbow Dash is probably the worst. She likes to dress up and act all gung-ho for the holiday, but any pegasi fly up to her house and they'll find out that she neglected to even put a candy bowl there.

Applejack: Caramel/Candied Apples

Rarity: Varieties of chocolate, ranging from high cocoa tasting wafers to KitKat and Reeses', depending upon how well you put together your costume and whether or not it's fabulous.

Rainbow Dash: Rockets, Jolly Ranchers, Starbursts. Totally not going to trade candy with you for fireworks. Because she totally doesn't have any.

Pinkie Pie: Skittles, M&Ms, Twizzlers/Liquorice, packets of cake frosting

Mr. & Mrs. Cake: Serving hot chocolate and small sweetbreads

Big Macintosh & other Apples: Apple cider, Baby carrots

Cheerilee: Lights out, nopony's home.

Iron Will: Shot glasses full of protein shake made with banana and strawberries

She'd be handing out that high-end, ritzy, delicious chocolate, the stuff that has to be imported from only certain, specific parts of Equestria

She wouldn't mind sharing what probably would be her secret stash of sweets on Nightmare Night She'd like seeing the little ones smile when they see that expensive, rare chocolate get dropped into their bags (and it'd probably "be good for her figure", anyway )

Oh definitely Rarity. I'm sure Pinkie loves candy and would be happy to give it away, but I'd be very skeptical of her tastes. Rarity on the other hand would definitely have the good stuff, and probably in just as much quantity (Generosity!) It also seems like it would feel a bit more special to get candy from her, I dunno why.

 

Although Applejack would have caramel apples and I sure do love those...
