Snips and Snails just simply for how annoying and they're one of the few ponies in the show to be deliberately designed to not look appealing to say the least.

King Sombra for looking like an edgy OC and Bulk Biceps for just clashing horribly with the show's aesthetic. Even Snips looks less ugly than him

Twist, maybe? I can't think of any awful looking canon ponies... But I guess Twist could possibly take the spot because of her awkward looking muzzle.   

 

EDIT: Actually, I think Trenderhoof has the most unappealing design, now that I think about it.

Has it ever occurred to anyone else that Snips is like the only pony who has eyebrows?

 

Like can anyone else think of another pony who has eyebrows? Anyone? This is a very important question people.

 

But to answer the actual question, yeah Snips, Snails, or Sombra probably. I don't hate anyone's design really, but those are kinda... eh

 

Bulk Biceps gets a pass for being a stereotypical jock character who also does girly stuff. Cause I like that jazz.

They go overboard way too often so much so that they're a bit creepy [though perhaps it was intentional?].  Even they don't like their design.
