Hello, I apologize if I'm massively wrong but is this white pegasus with a blue mane next to Fluttershy her brother? I can't tell if it has eyelashes or not... can't remember if it's appeared in the show before. There has to be a reason the foal and Fluttershy flew next to eachother for the picture and they're the only two flying. Also, the white pegasus foal didn't appear until near the end of the episode.

Highly doubt it. I'm pretty sure if Fluttershy's brother was in the episode, he'd have some lines. Andrea Libman confirmed that he would appear in the show, and she wouldn't have known that if he didn't have lines.

Well you have to remember, an older male relative of Rainbow Dash's appeared in a flashback for a moment, but he didn't have any lines. As for Andrea, I'm sure she know's what's going to happen in future storylines outside of her characters.

 

I don't believe that Pegasus is a relative of Fluttershy's, it would be a very short cameo and as such I believe that he would look more like Fluttershy so that fans would easily be able to connect the dots.

The Filly is named Cotton Cloudy (and yes, she is female) in the Fandom and was already often to see in the show. Why she is on the photo? I don't know. Maybe the next Pony who get help by the CMC. Or a random Pony for the picture. I mean, all the other has something to do with the CMC, except for her (and Button but maybe he is on the photo because it's Button Mash).

 

And I don't think that it has a deeper reason that she flies besides of Fluttershy

Maybe, but that is not a reason in my opinion because we don't know how the parents from Fluttershy look like. And maybe one of them can looks more like the small Filly in the picture (I mean, Twily and Shining also don't look similar). But, I don't think she is related to Fluttershy.

Twilight and Shining Armor aren't twins, but they do resemble each other. After all, they have the same same pattern of coloring in their mane, something like that is easily recognizable to kids to let them know that they're related. Rainbow Dash heavily resembles a stallion that appears in one of her flashbacks, presumably her father. Applejack, Applebloom and Big Mac don't look too much alike, but there's a resemblance. Sweetie Belle and Rarity also heavily resemble each other. Pinkie and Maud don't resemble each other, but Pinkie's the anomaly since Maud follow's her family's pallete.Though random pony colors can occur from parent to child and vary between siblings, traditional genetic probability does occur in Equestria. Little nods to the audience are meant to be noticed, like the shooting stars in Apple Family Reunion. For a little visual nod to the relation between ponies, the animators would have to make the two ponies look damn near identical for the relation to be noticed.

Well, I could put a name to every other character in that picture.  So, you have to ask "If that is NOT Fluttershy's brother, then who the heck are they & what are they doing in that picture?"  The next most obscure character would be Twist & she was in Call of the Cutie (S1E12)(origin of the Crusaders) as a friend & classmate of Apple Bloom.

I dunno why she (yes, she's obviously a filly  ), she got in the photo, but she's been a background filly since..... season 1  . So, nope, she can't be Flutterbrother at all
