I do tend to assume that dragons live a lot longer than ponies, but... maybe there's some sort of magic keeping him from physically growing like he normally would? Presumably, the CMC weren't born yet when Spike was born and with the CMC appearing to be 8 or 9 years old, Spike being 10 or 11 sounds pretty reasonable. Thus, the answer to your question depends on "How long ago did the 1st rainboom happen?" IMO, about 10 years before the pilot. (It's a long explanation. IMO, Dash was 17 during the pilot & thus 7 when she flew the 1st rainboom. You make Spike older, you make Dash younger at that time) Thus Secret of My Excess (S2 E10) was his 11th birthday & he is coming up on his 12th birthday. By the way Twilight treats him, she doesn't baby him the way the CMC are treated. She treats him more like an assistant or intern so he's probably higher on maturity than the CMC I would say 14-16, 16 to be safe. I'd estimate around 8-12 years old considering the tasks he is trusted with and capable of performing not only competently, but skillfully. As for the whole 'baby dragon' thing, I assume that's more to make him sound cute for marketing reasons, since he's clearly greatly physically and mentally matured from when he was first hatched in the flashback.
