The Cutest Legendary Pokemon That I know of are Mew, Celebi, Latias, Jirachi, Shaymin, Meloetta, VIctini, and Diancie. Probably these are the cutest legendary pokemon that I find so far.

The new moon legendary, Lunaala I believe it's called, is absolutely adorable. I don't know why, that huge gigantic galactic moon bat just looks so squishy and hugable. I also unironically think Reshiram is cute. Shaymin and Keldeo are super huggable as well.

Piplup isn't a legendary, haha. Here's a list of all of the legendaries if you don't know what they look like. The only legendaries not on the list are Lunaala and Solgaleo (Solgaleo is on the left, Lunaala on the right), the Sun and Moon mascots.
