If Twilight lived in the local public library, does mean she had Random people walking around her house looking for books to check out all day? Was she the librarian when she lived in the library? Or did the actual librarian have keys and just let herself in every morning? 
So many privacy concerns!

Actually looking through all the first 4 seasons, the ONLY time I think we actually see anyone ONSCREEN checked out a book was in S1's "Show Stoppers" when the CMC checked out a book on ghosts to prepare for a talent show. I don't think we ever see any pony else check out a book.

Honestly, outside the Mane 6 turning to Twilight for a solution, no one checks out a book unless it's related to the plot. Which is common in fictional media like this.

If any books were being checked out during the first 4 seasons, this was  practically all done OFFSCREEN!

Thats a common misconception. From what I know at least, All those books are hers. Lots of evidence in the show to back that up. Remember, she's obsessed with books and her royal studies for the princess, so I wouldnt be suprised if she owned every book in her house herself, rather than running a library. Plus, you'd think we'd see a pony come in for a book by now. Well... unless you count egghead Rainbow Dash :dash:

I just think these interactions were merely platonic. Think about it, they werent checked out by definition. Twilight never logged these books as taken, and it was only ever close friends. If I were Twily's friend, she'd be my go-to mare for all things book related, like borrowing packets of sugar from your friendly neighbor

so yeah, she just has alot of books and lives in a tree

Twilight's personal books were left back in her tower in Canterlot. In the first episode, it was mentioned that arrangements were made for Twilight to live in the library while in Ponyville. The living quarters were show to be on an upper level, separate from the library itself. We have also seen several times that there is a kitchen as well, also separate from the actual library. Twilight would have no trouble with privacy when the library was closed at night.

Damn... well there goes THAT theory down the drain. It WAS said her treehouse was a library. I went back to look, and that checks out... unfortunately... :(

I know Rarity went to check out a book on fashion in Secret of my Excess, it was when Spike gave her the fire ruby.

On another aside, Rarity also “donated” some old books to Twilight in What About Discord, and Twilight mentioned keeping new books “front and center” in TWABA, so I think not only did she run the Golden Oaks as it’s librarian, she opened up the castle library to Ponyville as well.

Maybe the reason we don't see many ponies in the Ponyville library is because maybe the ponies in Ponyville don't read books too often, so they would have little reason to go to a library to check out books if they don't really read books in the first place.

I like this theory, but in Read it and Weep, the Mane 6 hinted that it was a regular thing to do. We've even seen bg ponies with books, but still quite probable, as anypony besides a unicorn might have some trouble turning the pages. Oh wait... Rainbow didnt have any issue in the aforementioned episode... hmmm... I guess thats busted too... unless anypony has a rebuttle?

well i guess its still open as a possibility. maybe its just not popular. They may even have a litteracy issue, who knows?

or books might just be cheaper than in our world (mabey worth about 2 bits (about 70p) for a book in Equestria),

or...

In friend groups and families they only buy a few and then just spread them around

We don't see anyone in there because it really isn't important to any plot but I'd say it's probably a public library, but her personal rooms aren't so public. It's not unheard of for businesses to have a home attached where the owner lives, usually on the next floor.

IMO, the library was like the White House. That is, the private residence parts were closed off from the public.

That's possible, but also equally possible that it isn't a public library - not all libraries are (in fact the majority aren't, even now) - but was government owned, so Celestia could arrange for the librarian's accomodation to be opened for Twi. In one episode, we see Twi trying to ninja her way into the Starswirl wing of the library at the palace, for example.

Although now I come to think about it, the fact that Pinkie could throw a party in there without Twi's knowledge and permission sorta hints it is a public space of some kind :)

Well, yeah, its pinkie pie so she doesn't NEED to break in, she can just walk in from off-camera. (dammit Pinkie, can't you even PRETEND the fourth wall is there?)

All the rest of the ponies of ponyville though? probably not so much; I get the feeling they combined the summer solstice party that was going to be happening ANYHOW with Twi's welcome event...

Although if the library IS a government building, it is possible Pinkie had gotten permission to use the space for a party - from Mayor Mare - months prior, and the addition of Twi to the attached accomodation was just a happy coincidence.

I'm most towns I've lived in there are still mom and pop stores that have living quarters within, usually above the business. We see that with Sugarcube Corner and we saw it with the Golden Oak Library. This was very common back in the day before commercial and real estate development changed a lot of the landscape. Hell, there is still no shortage of what of R-Coded Mixed Use Real Property in the US today. 

So what you can do is pop onto your local Assessors website or drop by his office (or use MLS) and get some listings or assessment data of Mixed Use property. Then, call them up and ask ... "How do you maintain privacy since your storefront is also your residence?"

Privacy concerns? What privacy concerns? These are the same ponies who walk around in public without any clothes on, after all.

I imagine Twilight would be bothered though if ponies kept interrupting her while she was doing her studies. In such instances it would make sense for Spike to handle the customers while she stayed focused on her work.

Also I wonder who the previous librarian was since the show doesn't ever indicate that or why they quit?

Or were just non-resident. If the library was normally locked (and only opened for accredited researchers, who may even have their own key) they may only have come in once per week or so to dust... so the custodial duties could have been part of a larger janatorial role at the town hall.
