I do that more to people I'm not interested in but feel obliged to greet.

If there's someone in specific I want to meet/talk to, usually my approach is to learn some stuff about them and open with a remark about that. Depending on how clever I want to look I might try to deduce something they haven't said, but mind games are kind of insulting, so I do it sparingly.
