I think Rainbow Dash and Derpy are the cutest. Rainbow's adventurous personality and and Derpy's design makes them both adorable. :3

You could probably make a case for any pony, they could all be considered cute in different ways. But for me it has to be Sweetie Belle, her design combined with her personality traits.
