Unicorn, Because magic, psychokinesis at least has the so many applications. There's nothing you can do as a Pegasus that cant be fudged as a unicorn.

There is, in fact, a spell that creates wings. Twilight Sparkle uses it in episode 16 of season 1, Sonic Rainboom.

Whilst this is true, twilight mentions that it is a very hard spell to do and as you saw she had to struggle to give rarity her wings, so if she has trouble doing it, imagine how hard a normal unicorn would have to work to get it right... if its even possible for them to do it in the first place

Well, I only meant to answer the original question, which was whether it was at all possible for a unicorn to create wings. And it is. I'm well aware of what goes into actually making it happen.
