Yes she is walking in place in mid air, but she is moving, walking and bobbing her head to the rhythm, well at least she was until she knocked down the curtain, haha.

She won my vote. Pinkie Pie isn't too self-conscious to get her groove on like Fluttershy or Rarity might be, and confidence counts for a lot in dancing.

 

She does have other friends with that sense of confidence, but unlike Twilight, she's not terrible.
