I think the Penguin would enjoy Pinkie pie since he'd classify her as another circus "freak". I think Pinkie Pie would make the Joker laugh. She'd make him laugh really hard.

 

And then I think he'd spare her for being one of the few beings to actually give him a good laugh. Otherwise he'd probably just give her a little Joker Venom.
