A Dream of the Nebula
Of course Princess Luna Herself sleeps and dreams, just during the day. But what about those ponies who are nocturnal as well? How can Princess Luna protect our dreams if She is also asleep? She can. No, I can't tell you exactly how, but I can show you this image.
This will have to be a most "schematic" explanation, but notice that the vessel vaguely resembles a canopic jar. Be quite reassured, Princess Luna is absolutely NOT mummified therein. But she sets this construct upon your beside table's subtle body, and it will open on its own once you have departed Prajna (the dreamless state in which there are no impressions or sense of separation) for Taijasa (the dreaming state).
It is here in dreams, where you are grappling with past impressions and present attachments that you need Princess Luna, and the contents of the vessel will always give you what you need.
Sure, it might sound somewhat eerie or mystical, but it is nothing if not practical. Ponies sleep whenever they can, whether or not their schedule is ideal. But Princess Luna will always be there for you.

Because there is a spiritual element to Princess Luna's powers I think, think of it like Alice who is a Dream Master from A Nightmare on Elm St part 4. In My Little Pony FIM, Princess Luna is a dream master, she has the power over the dreamworld, and as guardian of good dreams. Princess Luna could if she wanted to, use the dream realm as a means of torment for others, but she does not. Her soul can enter the dream dimension of other Ponies, and she can show them the how and whys of their nightmares so that their nightmares stop.
