Possibly what King K. Rool theorized, with how affable the ponies are (other than to Zebras), they may have constructed them for creatures like the Diamond Dogs out of kindness. There might even be a plentiful quantity of bipeds in their world, given that it's merely set in Ponyville and the surrounding area. Twilight Sparkle has additionally mentioned "far-away land" and that dragons are found out of Equestria.

I just think that the back on the benches is there because it makes laying (not sitting, mind you, just laying) on the benches easier and prevents them from falling off. For instance, the infamous picture with Lyra/Heartstrings also shows another pony laying on the bench. Without a back, a pony could easily roll off as Flare has said. So benches are probably not designed for sitting, but for laying down.

I've actually thought about this before. I believe it's mainly because benches, like many things in Equestria, are modeled after objects in the human world but can still be functional for ponies.
